Flags and symbols in our communities: Our approach 

At West Kent Housing Association, we recognise that flags and symbols can be a meaningful way for people to express their identity, heritage, and pride. We also understand that, for some, the display of certain flags can raise concerns or feel intimidating. 

Our strategic commitment 

We want to reassure you that West Kent Housing Association is committed to creating communities that residents are proud to live in. As part of this ambition, our Strategic Plan sets out a clear commitment to work alongside residents and partners to tackle inequalities, increase opportunities, and promote wellbeing.  

We want all residents to feel welcome and able to express themselves—while also ensuring that no one feels excluded or threatened.

  • Guidance on displaying flags

    You are welcome to display flags and symbols inside your home, such as behind a window, provided they: 

    • Follow government guidance and planning rules 

    • Do not include offensive or inflammatory content 

    • Do not breach your tenancy, lease, or freeholder terms 

    Flags may also be displayed on private balconies or windows if they: 

    • Are securely fixed and not at risk of falling 

    • Do not cause damage to the building or breach fire safety guidance 

    • Do not break planning restrictions or any terms of your tenancy 

    If you wish to install a flagpole or make structural changes, please contact us first, as permission may be required. 

  • Where flags are not permitted

    To keep shared areas safe and inclusive, please do not display flags: 

    • In communal internal or external areas (corridors, stairwells, shared balconies) 

    • On lampposts, railings, or public fixtures 

    • Where they pose a fire, safety, or access risk 

    • Where they may cause distress or division in the community 

  • How we respond to concerns

    If we receive a complaint about a flag or symbol, we will contact the resident to resolve the issue directly and sensitively. If the issue continues, it may be addressed under our neighbour or antisocial behaviour policies. 

    We do not tolerate any form of hate, aggression, or abuse. If a flag or symbol is considered offensive, threatening, or motivated by hate, we will take appropriate action in line with our policies and may support reporting as a hate crime.
