Mutual exchange refers to the legal right of secure and assured tenants to swap their tenancies.

The purpose of our mutual exchange policy is to promote choice and mobility for tenants and make best use of our homes to meet housing needs.

What is a mutual exchange?

Swapping homes with another social housing tenant where both parties agree to move.

Who can apply?

  • You must be a secure or assured tenant.
  • Your rent account must be clear (no arrears).
  • No legal action or possession proceedings against you.
  • Your home must be in good condition.

When we may refuse

  • If the property is too big or too small for your household.
  • If the home has adaptations you don’t need.
  • If the swap would cause overcrowding.
  • If the property is for older or vulnerable residents and you don’t meet criteria.

How to apply

  • Complete a mutual exchange application form via SwapTracker.
  • Provide details of the person you’re swapping with.
  • We’ll inspect your home and check eligibility.

Timescales

We aim to respond within 42 days of receiving your application.

Your responsibilities

  • Leave your home clean and in good repair.
  • Agree any changes with the other tenant—West Kent won’t pay for alterations.
  • You take on the property “as seen”—check it carefully before agreeing.

Important 

  • You must not move until you have written permission from West Kent.
  • If you move without consent, you risk losing your tenancy.
