Our board members

Meet the team who make the key strategic decisions that keep us moving forwards, focused and competitive. A quarter of our board places are reserved for current tenants.

  • Colin Wilby (Chair)

    Appointed in 2014

    Colin’s professional background is in manufacturing, originally in engineering and subsequently in the food industry, working for large companies such as Lucas Industries and Nestlé. Latterly, he was Managing Director of a business unit within Rank Hovis McDougall plc.

    He now holds a portfolio of non-executive appointments, which has included roles in the NHS, Probation Services, Higher Education and with the RICS. Colin is a member of the Employment Tribunals, the Bar Disciplinary Tribunals, the Financial Reporting Council Tribunals and a Panel Member of the HS2 Ltd property compensation scheme and is non-executive director of The Taxation Disciplinary Board Ltd.

    Colin sits on all committees.

  • Joanne Frawley (Vice Chair)

    Appointed in 2010, Industrial Research Interviewer, retired

    A tenant board member, Joanne has been involved with the scouting movement, the British Red Cross Association, The Silverline Befriending service, and she is Chair of Swanley, White Oak Action Group (SWAG). Joanne chairs the Communities and Housing Committee and sits on the Remuneration Committee.

  • Judith Collings

    Appointed in 2014, Chartered Accountant

    A chartered accountant, Judith spent 15 years as Finance Director of Vaillant, part of a multi-national heating technology group. Prior to this she worked in various companies ranging from a small sports management group to a newly established subsidiary of Granada. As well as finance, she has experience in HR, IT, contracts and facilities management. For the past seven years she has also been a Trustee and the Treasurer of a local school PTA. Judith sits on the Audit and Finance Committee.

  • Frank Czarnowski

    Appointed in 2005, Chief Executive - West Kent

    Frank is a qualified accountant and was responsible for the strategic financial leadership, governance and management of West Kent from 2001 until he took up the post of Chief Executive in August 2010.

  • Angela George

    Appointed in 2015 

    Angela is a tenant board member and was part of West Kent's scrutiny panel. She studied Hotel Catering and Industrial Management and worked in the hospitality industry for 15 years. She has volunteered as an adviser at Swanley's Citizens Advice and volunteered for the British Red Cross. She is an ex-councillor for Sevenoaks District Council and is an active member for 38Degrees. Angela is an active campaigner for human rights worldwide. She sits on the Audit and Finance Committee.

  • Dave Hill

    Appointed in 2012, Corporate Development Director - Moat Homes Ltd, retired

    Dave was Corporate Development Director at Moat Homes Ltd where he was responsible for strategic corporate planning and was lead for regeneration and PFI. Prior to that he worked at London and Quadrant Housing Trust in various roles, including Director of Specialist Housing. He has worked for the Housing Corporation. He is a Fellow of the Chartered Institute of Housing. Dave sits on the Audit and Finance Committee.

  • Brian Horton

    Appointed in 2012, Director - Horton Strategic

    Brian Horton is the founding Director at Horton Strategic and has over 25 years professional experience in the Housing sector. Horton Strategic is an independent strategic consulting practice providing specialist strategic advice on housing and regeneration to clients in the public, private and third sector. Brian has worked with Kent County Council as Strategic Housing Advisor, AmicusHorizon Housing as Chief Executive of Swale Housing Association and Executive Director Kent and has previously held positions at Thanet District Council, English Churches Housing Group (now Riverside), Corporation of London and Wandsworth Borough Council. Brian sits on the Communities and Housing Committee.

  • Peter Kasch

    Appointed in 2014, retired

    Peter Kasch retired in 2013 from Catalyst Capital LLP, a London based private real estate fund manager operating in the UK, France, Germany and Poland and investing in commercial property needing improvement. A dual American/British citizen, his past property experience includes in the USA the development and management of market-rate and subsidised residential projects. He has lived in the Sevenoaks district since 1994. Peter sits on the Audit and Finance Committee.

  • Caroline Phillips

    Appointed 2011

    Caroline is a Chartered Accountant and worked for a number of years as an investment manager. She also has extensive experience in compliance within the financial services industry. She has held various voluntary roles, including as a Trustee and Chair of a local independent day school. Caroline chairs the Audit and Finance Committee.

  • Rosie Serpis

    Appointed in 2008, Human Resources Consultant

    Rosie has over 30 years’ experience in Human Resources and has various voluntary roles including membership of the Employment Tribunal Panel Member, and the West Kent Partnership. Rosie sits on the Communities and Housing Committee and chairs the Remuneration Committee.

  • Dr Jo Simpson

    Appointed in 2017, Managing Director – Jo Simpson Research

    Dr Jo Simpson is the managing director of Jo Simpson Research (JSR), a research consultancy specialising in property and development research. Jo works for a range of clients including; Moat Housing, Orbit Housing, The Aster Group, Countryside Properties, City & Country, Trenport Investments, Hollamby Estates PLC and Crawley Borough Council. Previous to founding JSR, Jo was head of group strategic research for Countryside Properties and a director for a Kent based market research company. Jo also regularly teaches masterclasses in research methods at Anglia Ruskin University for the MSc/PhD students. Jo sits on the Communities and Housing Committee.
